Project Finance and Administration Officer: EU Atlantic Areas-Floods

Flooding is the most common natural disaster facing European populations, affecting 50 of 53 countries in the WHO European Region. Without action, up to half million additional people will be affected by flooding every year by 2080 (WHO 2013).
Preparedness for future flooding events is a priority for governments and emergency management organisations across the UK and Europe. In 2015-16 Red Cross Northern Ireland was successful in leading a EU Resilience Project, to develop new toolkits to support affected communities to prepare for future flooding events. These toolkits have been adopted by British Red Cross as our national product in engaging with affected communities across UK.
The EU Atlantic Areas – Floods project is framed within EC Directive (2007/60) which promoted Flood Prevention at Regional Level. The overall objective of the Atlantic Areas Flooding Project is to reduce human and material damages due to flooding by improving the systems and tools for prevention, alert and crisis management at local scales. The Atlantic Areas project will enable greater proximity to potentially affected communities to make more effective the prevention, preparation and protection against floods which are more frequent and damaging in the AA due to Climate Change, which increases torrential rains and extreme tidal phenomena
British Red Cross will lead and/or partner with 8 other European partners - in Spain, Portugal, France & Ireland - on 5 specific work streams to: enhance flood prevention, warning, co-ordination, emergency management tools for floods at local scales and assistance and recovery.
This new project is also supported by lead government departments and local government in Northern Ireland who with Red Cross have been working in local communities over last 5 years to promote community self-help in preparing for any future flooding emergencies.

Overall Purpose of the Post
The Project Finance and Administration Officer is responsible for ensuring that the Project’s financial processes satisfy audit and reporting requirements as specified by Red Cross policy and procedure and the conditions stipulated by the EU.
The Project Finance and Administration Officer will provide an efficient and reliable administrative service to staff and partners involved in the project.
The post holder will undertake a range of administrative duties including monitoring and maintaining effective filing systems of all project expenditure, invoices, tenders, petty cash systems.
The post holder will also ensure that the financial reporting arrangements provide a clear and transparent audit trail and effective account for all expenditure for the lead partner and EU.
