Job Title: Core Training Officer Responsible To: Core Coordinator Location: Cliftonville Road, Belfast Hours 37.5 hours per week Salary: £26,317 per annum Pension: 7% ER, min 1% EE contribution

JOB BACKGROUND: 

This post is part of the Ashton Centre’s Core Project which will work with young people not in employment, education or training.    

The Training Officer will be responsible for the efficient and effective implementation of CORE Project training.  They work with project management to ensure the development and co-ordination of training plans for all CORE Project training.  They will ensure that all training is properly procured and delivered in line with Funder and Managing Authority guidelines.  They will co-ordinate the verification of accredited courses if required and ensure the procedures of awarding bodies are followed.  They will monitor training performance and produce reports and budgets for the project Manager.

KEY TASKS & RESPONSIBILITIES:
1.    Develop and implement training plans for the CORE Project 
2.    Oversee the procurement procedures for all external training 
3.    Liaise with awarding bodies and oversee the verification of qualifications.  Act as internal verifier were appropriate
4.    Apply all training processes in line with ESF/ETI and internal T&E guidelines
5.    Keep up to date and accurate training records of all participants and courses
6.    Liaise with tutors and training providers to ensure that all courses run smoothly and according to plan
7.    Maximise retention & progression for participants 
8.    Produce data and reports for use by the project management
9.    Ensure all training budgets are updated and accurately maintained
10.    Coordinate all accounts, invoices and administration relating to training delivery 
11.    Complete online registrations and deal with all aspects of Awarding Body requirements 
12.    Manage certifications to ensure efficient turnaround from awarding bodies
13.    Ensure all child protection and vulnerable adult guidelines are followed during all training.
14.    Liaise with ACT’s other T&E team members to ensure consistency and quality is maintained across the department.
15.    Performing any other duties as required by the line manager and that are commensurate with the grade of the post
16.    To perform such other relevant tasks deemed necessary by Management team of the Training & Employment Services to ensure the effective and efficient implementation of the organisation’s action plan

OTHER RESPONSIBILITIES

•    Undertake any other related responsibilities commensurate with the evolving objectives of the post and the evolution of the Trust, as may reasonably be requested by the Director
•    Work flexibly on evenings, weekends and during school holidays to ensure full delivery of the programme. 
•    Undertake training in order to develop work related skills and knowledge.
•    Work with due regard for ACT’s core values and objectives
•    Ensure the effective implementation of and adherence to, the Trust’s policies and procedures
•    Participate in ACT’s Performance Management and Appraisal process, and agree short, medium and long term goals with line manager, and direct line staff.
•    Identify learning and development needs with line manager and evaluate T&D to demonstrate needs have been met.
•    Share best practice and achievements, and contribute at opportunities to present outcomes and case studies.


Status of the Job Description

Person Specification

Essential Criteria


1.    Recognised professional qualification at Level 3 or above in a relevant field                  (e.g. Teaching/mentoring/other training &development related qualification) (Application)
2.    A proven track record of 1 year or more experience of working within a training environment  (Number of years’ experience may be increased should there be a need to facilitate manageable shortlists) (Application)
3.    An ability to develop and implement training plans in accordance with the objectives of the project (Interview)
4.    An understanding of ESF & ETI inspection framework requirements, for training & employment programmes (Application)
5.    A working knowledge of dealing with internal & external verification processes (Application)
6.    An understanding of standardisation and continuous improvement (Interview)
7.    An understanding of the processes involved in the awarding of qualifications (Application)
8.    An understanding of the processes involved in the procurement of services (Application)
9.    An ability to produce reports and analyse data in keeping with consortium and funder guidelines (Interview)
10.    Excellent communication skills both written and oral (Interview)
11.    Experience and good knowledge of I.T and database systems including; ability to use MS office (Word, Excel) Internet and Email;  (Application)
12.    Ability to work under own initiative, including effective prioritisation of tasks and ability to work to agreed aims and objectives (Interview)
13.    A willingness to be flexible in work patterns and to fulfil occasional evening and weekend duties (Application)

Desirable Criteria 

•    Assessors Award (e.g. D32/D34)
•    Experience of using the ‘JET’ framework (or other evaluative tools)
•    Knowledge and experience of working with the unemployed and the barriers they face
•    Experience and good knowledge of working with databases
•    Experience of ESF funded programmes guidelines and procurement processes
