New HMO licensing regime in Northern Ireland.

1 April 2019 saw the introduction of HMO licensing to Northern Ireland. Failure to adhere to the new licensing regime carries strict penalties and local council's have adopted a strict enforcement approach to the new requirements.

This half day course will provides background and additional information on the changes brought by the Houses in Multiple Occupation (NI) Act 2016, including:

 

  • the revised definition of a House in Multiple Occupancy
  • licensing requirements and processes
  • minimum suitability requirements for HMO properties
  • the fit and proper person test
  • management standards for HMOs
  • new requirements in relation to anti-social behaviour
  • inspection and enforcement regimes.

This course will cover an introduction to the original 2016 Act, an overview of the new Regulations as well as the Code of Practice written to support HMO landlords and managers. It will highlight the key changes between the old system and the new regime and will explain what property managers need to do in order to comply with the new Act and Regulations. The session will also discuss revised standards, definitions and enforcement procedures.
