Physical Regeneration Officer

Donegall Pass Community Forum

DPCF deliver a range of services to the local and wider community. We tackle unemployment and increase employability through skills training and address inequalities in areas such as education & training, health& well-being, housing & the environment.

Fixed term contract until March 2021 (with extension subject to funding) 

 

Key Duties and Responsibilities

  1. Ensure the implementation of the Inner South Belfast Neighbourhood Action plans.

 

  1. To review and establish the demand for new or additional facilities in consultation with the local community, assessing market conditions, establishing ownership and drawing up future plans for all development sites in and around the Donegall Pass and surrounding areas. 

 

  1. To liaise and consult with the local community, key stakeholders, business and property owners to formulate plans for the improvement of street frontage, signage and public art in Donegall Pass. 

 

     4. Prioritise 2 projects, 1    community and 1 commercial based on audits completed and identify and apply for potential sources of funding for the physical regeneration initiatives.

 

  1. Under the direction of DPCF Directors/Manager develop business plans and create a subsidiary Development Community Interest Company to take forward relevant projects and initiatives for the Donegall Pass area.

 

  1. Source, complete and secure funding/grants to take forward plans for relevant projects and initiatives.

 

  1. Liaise with relevant statutory, voluntary and community organisations within the South Belfast area regarding local issues, policy and other developments in South Belfast – for example, Housing & Environment, Economic Development, Planning & Regeneration, Community Safety and engagement, also attend seminars and conferences to inform the local community and Forum.

 

 

  1. Liaise with the Community Education & Training Co-ordinator regarding the identification of skills to enable members of the local community and groups to become more involved in the physical regeneration of the community.

 

  1. Oversee and develop the Donegall Pass Community Garden initiative and volunteer programme toward sustainability.

PERSON SPECIFICATION

 

Essential Criteria

 

 

  1. Degree in relevant discipline or five years proven experience of the development and delivery of a physical regeneration project including governance, business, planning policies and social economic and environmental practices.

 

  1. Recognised qualification in IT.

 

  1. Three years’ experience of written and oral skills

 

  1. Three years’ proven experience of writing and presenting a business plan and funding applications, including completing monitoring and evaluation returns.

 

  1. Be able to demonstrate an understanding of the theory and practice of community development through the delivery of successful projects.

 

  1. Three years’ proven experience of working with community/voluntary, private and public representatives

 

  1. Three years experience in the facilitation of community consultation exercises and a sound knowledge of the issues facing deprived communities and particularly those concerning housing and environment

 

Desirable Criteria

 

  1. Ability to work on own initiative and as part of a team

 

  1. Strong interpersonal and organisational skills.

 

  1. Understanding of inner-city urban regeneration issues and processes

 

  1. Willing to work flexible hours

 

  1. Knowledge of current planning and environmental policies

 

  1. Knowledge of current government and local strategies that impact on the Donegall Pass area in particular.
