Estate Officer

The Estate Officer shall support the Estates Department in delivering a first class estate function: including design and project management for new build/ refurbishment projects; procurement and contract management.

DUTIES & RESPONSIBILITIES:

  • To manage effectively all Estate activities at your base location.
  • To implement the Estate Department’s operational plans.
  • To prepare and present reports to internal and external stakeholders.
  • To be responsible for the design of feasibility, tender documentation, production information data and contract administration of projects.
  • To assist in the instruction, supervision, and contract administration of College PPP Contracts and for ensuring the College’s PFI/PPP providers execute their duties as per the Project Agreements to ensure full contract compliance with legal obligations and management of risks.
  • To contribute to and support the Estate Managers in developing all aspects relating to Governance, Statutory Compliance, Sustainability Management (Social, Economic & Environmental), Risk Management, Quality Accreditation and Performance of the College’s Estate.
  • Develop, maintain and comply with requirements of the Estate Departments Integrated Management System (Quality, H&S, Energy and Environmental).
  • To maintain relevant databases, including Asset Register, to allow the production of evidence to support quality of departmental service provision and the wider business
  • To carry out Condition and Measured surveys, CAD scaled drawings and Planned Preventative Maintenance Programmes etc.
  • To operate Building Management Systems including Security Systems –Access control, CCTV and Intruder Alarm.

 

Human Resource Management

  • To ensure that all staff within the relevant area of accountability are working efficiently and effectively
  • To effectively line manage members of staff within Estate & FM and provide support to these employees in the discharge of their responsibilities.  This includes the following:
  • Appraisal and Performance Management
    • Identification of staff development needs
    • Setting priorities for staff
    • Planning holiday leave and rotas to balance individual requests with the needs of the organisation
    • Mentoring and advising staff
    • Managing absence
    • Dealing with matters of discipline and competence
    • Supporting, directing and evaluating staff performance where and when necessary
    • Recruitment, selection and induction of staff
  • To ensure that rules and regulations relating to the following statutory requirements are being fully observed and implemented both by the post holder and reporting staff

Resource Management and Financial Accountability

  • To assist the Estate Manager in financial control, governance, and administration of a devolved budget within a designated function and site area.
  • To prepare appropriate bids for funding, sponsorship, projects and/or capital equipment for the area and to assist in planning for their use.
  • To devise and maintain appropriate Management of Risk (MoR) systems and procedures.

 

 

Performance Management and Continuous Improvement

  • To fully support the development of the College as a responsive provider of high quality services.
  • To drive continuous improvement and to promote a culture of innovation in support services.

 

External Links and Partnerships

  • To develop and strengthen partnerships and alliances with stakeholders, other education providers, employers, professional bodies, referral agencies and appropriate Government departments.
  • To represent the College at internal and external events as required.

 

General

  • To act, if directed, of Fire Marshall or Fire Warden.
  • To carry out, if directed, the role of First Aider (subject to College policy & procedures).
  • The Post Holder may be required to work as part of an “on-call” rota, providing evening and weekend management support in relation to the Estate & Facilities Management function and occasional weekend work will be required.
  • The Post Holder may be required to act as a “Key Holder” and attend to Estate issues out of hours (evenings, nights and weekends).
  • The Post Holder will be required to work such hours as to ensure Estate & FM presence through College operating hours (including hours where FM works are undertaken, i.e. before/after official building opening and closing times).
  • To deputise for Estate Manager as required.
