The post holder will be responsible for overseeing and managing curriculum quality assurance and compliance issues within Belfast Met.

The post holder will be responsible for overseeing and managing curriculum quality assurance and compliance issues within Belfast Met, ensuring, that the College is complying with regulatory and awarding body requirements and that the College and its employees are complying with internal and external quality assurance policies and procedures. 

The job of Curriculum Quality Assurance Coordinator includes:  

  • Curriculum Compliance Monitoring - evaluating and measuring the state of quality assurance compliance across the College.
  • Audits - managing curriculum delivery and assessment audits
  • Curriculum Policy and Procedure Management - defining, communicating, training, implementing and auditing curriculum policies and procedures
  • Maintaining internal and external quality standards and driving continuous improvement to assure and enhance the learner’s experience, driving forward Department and individual staff performance
  • Ensuring compliance with all policies and procedures in relation to the College, awarding bodies and all funding sources

DUTIES & RESPONSIBILITIES:

Key duties and responsibilities of the Curriculum Quality Assurance Coordinator include:

  1. Course Approval and Validation/revalidation and awarding body engagement
  • To oversee the approval/re-approval of new/existing curriculum programmes in line with College business planning processes;
  • To manage College submissions to awarding bodies for approval/re-approval of programmes from initiation to submission and undertake follow-up monitoring and review of recommendations;
  • To communicate requirements, undertake reviews and recommend appropriate action;
  • To collate and review annual quality assurance returns to awarding bodies, manage awarding external quality assurance processes including visits and sampling activities;
  • To develop toolkits and sharing of good practice channels to ensure curriculum compliance with all regulatory and awarding body requirements; and
  • To centralise awarding body quality assurance recommendations and report the findings via the business planning and performance management processes.

 

  1. Internal Curriculum Quality Assurance Audit
  • To develop and drive a calendar of internal curriculum audits;
  • To undertake a programme of planned audits using appropriate audit techniques including review of curriculum data such as student attendance and course retention and success rates, student focus groups, learner portfolio reviews, sampling of programme management processes, challenging and verifying information obtained, drawing conclusions, documenting findings and recommending and agreeing actions with senior management;
  • To centralise audit recommendations and report the findings via the business planning and performance management processes;
  • To undertake follow up audit findings to ensure that audit recommendations are being implemented;
  • To assist with unplanned audits for example, awarding body malpractice, stakeholder complaints and quality assurance regulators if directed; and
  • To develop and manage a team of Quality Reviewers to support internal quality assurance audits.
  1. Policies and Procedures
  • To establish and drive a programme to create, review, update and communicate internal curriculum quality assurance policies, procedures and standard operating processes in line with strategic aims, regulatory and awarding body requirements and good practice;
  • To monitor compliance with curriculum quality assurance policies and procedures;
  • To keep under review policies, changes in regulatory and awarding body requirements, best practice and research methods which may impact upon the College's curriculum quality assurance processes; and
  • To support the Equality Impact Assessment of any new/amended policies and ensure that policies are rigorous, compliant and fit for purpose.
  1. External Engagement
  • To co-ordinate the submission of the College’s annual quality reports to ETI and other regulatory authorities;
  • To manage inspections and reviews by ETI and other regulatory authorities including establishment of an inspection working group, collation and review of inspection documentary evidence, and development of pre, during and post inspection communications;
  • To develop and implement a process for mock inspections and “deep-dives” to prepare curriculum teams for ETI and other regulatory authority inspections and reviews;
  • To manage and support a team of Quality Reviewers to undertake a programme of mock inspections and reviews;
  • To monitor and review the delivery of actions for improvement highlighted in ETI and other regulatory inspections and report as part of the performance review process; and
  • To develop toolkits and exchange of practice channels to ensure sharing and embedding of good practice in curriculum management and activities.
  1. Internal Quality Assurance and Improvement
  • To develop and drive a calendar of internal curriculum self-evaluation reporting by curriculum delivery teams and managers;
  • To undertake a programme of planned monitoring and evaluation of programme and curriculum management self-evaluation to monitor progress against planned actions by curriculum teams/managers and report as part of the performance review process;
  • To develop toolkits and exchange of practice channels to ensure sharing and embedding of good practice in curriculum self-evaluation processes;
  • To co-ordinate the College’s Operational Quality Fora for Further Education, Higher Education and Training and report on audit, internal and external quality assurance and improvement; and
  • To engage with relevant College Departments and support services to ensure a high quality curriculum offer.
  1. Other duties commensurate with the grade of the post.
  • i. Project Management
  • To undertake, lead and manage any projects in relation to the main areas of responsibilities for this role.  
  • ii. Resource Management and Financial Responsibility
  • To identify necessary resources, prepare bids to obtain resources and manage resources effectively and efficiently in keeping with College financial regulations.

 

  • Upon request, to represent the College as necessary at national, regional and local level to ensure its effective promotion as an outstanding organisation. 
  • To participate actively in relevant regional and professional networks.
  • To participate in all induction and in-service training provided by the College and in the induction and support of newly appointed staff and other human resource management procedures as appropriate.
  • To participate as directed in the College’s selection interview programme.
  • Upon request, to deputise for the Centre Manager and Head of Department as required.
  • To promote, implement and ensure compliance with all statutory obligations and College policies and procedures in particular the College’s Equality Scheme and Equal Opportunities Policy and actively promote equality and good relations in all aspects of college business.
  • To support colleagues by sharing knowledge and disseminating relevant materials/toolkits that relate to compliance and good practice.
  • To contribute to the achievement of the College’s mission, values and strategic directions.
  • Participate in the Colleges performance appraisal system
  • Participate in College developments, attend internal and external meetings and training programmes required
  • Adhere to general standards of conduct embodied in College policies
  • Act, if directed as fire marshal or warden
  • Carry out, if directed, the role of first aider
  • To undertake such other relevant duties as may be reasonably expected of the post holder.
