Tender Opportunity: Economic & Social Feasibility Study

Bangor Shared Space invites tenders from suitably experienced and competent organisations / individuals to provide the Professional Services to undertake an Economic & Social Feasibility Study for the vacant Bangor Courthouse, 6 Quay St, Bangor, BT20 5EA.

This feasibility study has been informed by the strong desire to ensure that the Courthouse does not become a derelict site in Bangor, and explore what social and cultural benefits the building could provide to the town, and what social and cultural needs it might help address. 

The outcomes of the study will contribute to the strategic direction and development of the former Courthouse building, and make clear its potential to add to the revitalisation of the Bangor seafront area, in line with the aims of the Bangor Masterplan and Queen’s Parade redevelopment. 

The study will include a comprehensive and detailed review of the key options available and will recommend the best option in terms of viability, community benefit and social impact, the capital and revenue investment required, legal and technical constraints, whilst ensuring its future sustainability.

A building condition survey is separately being carried out and a spatial feasibility study which will be further informed by the Economic and Social feasibility study. 

Key objectives of the study include: 

  1. to research the viability of a range of options for arts, cultural and heritage activity in the Courthouse, including visual arts, music, cinema and performance: viability should be shown from stakeholder research, market research, social value and need, financial sustainability, and the potential for grant aid or funding (including emphasis on the potential for further HLF funding for refurbishing the building)
  2. to show how potential end uses for the Courthouse within BSS parameters strategically align to local and central government regeneration priorities, quantifying where possible the social and economic impacts and benefits to Bangor
  3. to research and report on similar or comparable activities and spaces elsewhere in Northern Ireland, Great Britain or the Republic of Ireland.
