Planning Gain for Housing

A delegation from the Northern Ireland Federation of Housing Associations (NIFHA) met the Minister for the Environment, Edwin Poots MLA, on 13 August 2009 to discuss the planning reforms on which he is consulting.

The meeting concentrated on the government's options for collecting Developer Contributions which, over time, should significantly boost the provision of homes for social renting and equity sharing.

The Federation advised the Minister that requiring private developers to physically provide affordable homes under an Article 40 agreement linked to planning permission would help create mixed and balanced communities more effectively than collecting the proposed financial charge called the Community Infrastructure Levy.

After the meeting Chris Williamson, NIFHA's Chief Executive, commented: "We were delighted to exchange views with the Minister at the beginning of the consultation period on this important subject. The Minister agrees it is reasonable for society to require private developers to contribute social housing or other public infrastructure to enhance the social and environmental sustainability of new development. Our meeting focused on the best way of applying this principle to housing."
