Expenses:                           An allowance is paid in respect of mileage undertaken in the course of business

Leave:                                   20 days plus 12 statutory days

Bright Sparks offers a day care service for 54 children up to school age and funded places for children of preschool age. The centre is based in the new state of the art purpose building which is located within the Skainos development on the lower Newtownards Road. The facility provides professional, structured, educational care within a learning stimulated environment to ensure children can reach their full potential.

 

Main Purpose of Job

 

The role of the Child Care Manager is to provide professional leadership and management of the setting and to effectively manage, participate in and be accountable for the day-to-day running of all aspects of the centre, including the provision of a stimulating environment, staff management and financial operations.

 

Main tasks   

 

Communication

1.       Promote inclusion and facilitate partnership and feedback with parents, carers and other family members.

2.       Engage actively with other professional staff, agencies, local schools and early year’s settings.

3.       Ensure effective communication, inter and intra agency.

4.       Ensure the maintenance of accurate and high quality records, to assist with ensuring quality care, sharing of information within EBM, with parents, and regulatory bodies as required and for Quality Assurance purposes.

5.       Organise and chair regular team meetings and ensure a team working environment.

6.       Attend all relevant meetings, internally and externally.

7.       Promote, develop and maintain good public relations.

8.       Work effectively with other EBM departments including Finance, Human Resources, PR and Family + Community

 

Health and Safety

  1. Manage and monitor the day-to-day operation of the centre in order to ensure the health and safety of the children, their parents, staff and any visitors.
  2. Prepare staff rotas to ensure effective cover for the centre
  3. Ensure the premises, equipment and the environment (including relevant outside areas) are managed to a safe and high standard, ensuring they are clean, tidy, well maintained and meet the expected legal, regulatory requirements,.
  4. Ensure premises comply, and staff adhere to Health and Safety at Work Regulations and EBM’s policies and procedures.
  5. Ensure effective incident, accident and hazard reporting and recording.
  6. Ensure the catering facilities and food meets the children’s individual dietary needs and complies with food safety regulations.
  7. Be an authorised key holder for the building and centre area.

                                                                                                                       

Development of self and/or others

1.       Ensure the individual needs of each child is met.

2.       Undertake training and development relevant to the post and actively participate in supervision/feedback sessions with your Line Manager and your team.

3.       Take responsibility for own learning and actively participate in available learning opportunities.

4.       Identify team and individual training and development needs and plan and facilitate their professional development in order to further develop the service.

5.       Promote and support the development of good practice regarding inclusion.

6.       Complete and deliver annual performance development reviews.

7.       Develop a working knowledge of current and relevant legislation (e.g. Childcare, Health and Safety) and EBM’s policies and procedures.

8.       Facilitate the placement, development, support and supervision of students and volunteers when appropriate.

9.       Where relevant, to meet and maintain professional registration requirements e.g. NISCC.

 

Quality

1.       Ensure high standards of quality regarding a positive environment, resources for children, experiences and care offered to the children, which promotes their well-being, self-esteem and development including planning.

2.       Ensure staff carry out regular observations and assessment of all areas of children’s development and keep up-to-date records which will be monitored to ensure feedback to parents regarding their child’s progress.

3.       Ensure the centre consistently meets and exceeds the standards of the Belfast Health and Social Care Trust registration and inspection standards and other relevant standards.

4.       Recruit, develop and continue to motivate a well-qualified and experienced team, able to meet and exceed all relevant standards.

5.       Effectively manage absence, discipline, grievance and team welfare in compliance with EBM’s policies, procedures and all aspects of employment law, ensuring all required personnel records are maintained.

6.       Manage and monitor the financial performance of the centre maximizing revenue, managing budgets and expenditure and meeting the centre’s financial objectives.

7.       Work in line with EBM’s financial policies and procedures regarding the handling of cash, financial information and purchasing.

8.       Ensure timely submission of all financial information in line with timescales, e.g. timesheets.

9.       Develop an internal self-evaluation/auditing system.

10.   Participate in EBM’s Strategic Planning process and ensure the centre’s Operational Plan is aligned with this and is meeting its aims and objectives.

11.   Monitor and evaluate the quality of care and education and set targets for improvement.

12.   Efficiently and effectively deal with any untoward incidents and complaints.

13.   Ensure the centre adheres to EBM’s policies and procedures e.g. Confidentiality and Data Protection.

14.   Manage all external and internal inspection processes.

15.   Prioritise workload and manage time to ensure tasks are completed in a timely manner and quality is not compromised.

16.   Monitor and review the effectiveness of the centre’s policies and procedures and develop new ones when required for effective service delivery.

17.   Ensure compliance with the Access NI vetting process

Promotion of Bright Sparks and EBM

1.       Continue to develop the service to ensure operation of activity which recognises market needs.

2.       Promote and market the centre to ensure it maintains maximum occupancy levels.

3.       Develop and maintain the intake and enrolment of children to the service.

4.       Maintain strong links with local communities + relevant local community groups.

5.       Promote the service by establishing, developing and maintaining professional working relationships with relevant stakeholders e.g. local Council, Health and Social Care Trusts, Regulatory Bodies and other relevant agencies and carry out presentations when relevant.

6.       Show prospective service users around the centre, explaining EBM’s ethos and focus on quality service.

7.       Represent EBM at external and internal events, e.g. attendance at occasional organised community, promotional and fundraising events.

Personnel Specification

 

Essential Criteria

  • ·         A minimum of Level 5 Diploma  in Child Care Learning and Development or equivalent.
  • ·         Evidence of at least 3 years Child Care management experience of young children in a similar facility.
  • ·         Experience of the supervision and management of a team of 10-20 staff in a Child Care setting.
  • ·         Able to demonstrate up-to-date knowledge of current thinking in the early years field and child development.
  • ·         Ability to relate to, understand and work with children who present challenging behaviour.
  • ·         Knowledge of relevant legislation of childcare.
  • ·         Excellent communication and report writing skills.
  • ·         Proficient in Microsoft Office.
  • ·         Excellent team working and interpersonal skills.
  • ·         Be aware of and in agreement with the aims and ethos of East Belfast Mission.

 

Desirable Criteria

  • ·         A Master’s Degree or equivalent in relevant subject area.
  • ·         Current First Aid Certificate.
  • ·         A member of NISCC or other relevant body.
  • ·         Qualifications in basic food hygiene, health & safety & fire awareness.
  • Clean driving licence and use of a car for work.
