Candidates must have:
- either a degree, equivalent qualification or membership of a recognised professional body plus 5 years' recent experience in housing policy, housing research or housing services;
or
- 3 GCE "A" Levels (or equivalent) plus GCSE grade C (or equivalent) in English Language and Mathematics plus 10 years' recent experience in housing policy, housing research or housing services.

- good ability to analyse, communicate, deliver presentations and use Microsoft Office software;
- good self-motivation, inter-personal skills, ability to plan/prioritise tasks and a professional demeanour;
- ability to travel to discharge the duties cost-effectively.
Main Duties:
1. Draft policy papers (with recommendations) on issues relevant to housing association activity. These may be NIFHA's own proposals or responses to the consultation documents of other organisations such as the Department for Social Development or the Housing Executive.
2. Undertake or commission research relevant to housing association activity in Northern Ireland.
3. Manage the staff engaged in housing policy, research and data transfer work.
4. Act as secretary of the Housing Operations Committee and, on request, any other standing or ad hoc committees established by the Federation.
5. Liaise closely with the Fora for housing association personnel specialising in fields relevant to housing operations.
6. Manage the service in which the Federation electronically transfers data on Housing Benefit, Supporting People, rates relief and Lone Pensioner Allowance from the Housing Executive to individual associations.
7. Contribute to the Federation's other services to its members, notably training, communications, promotion and equality/good relations.
8. Deputise for the Chief Executive when so requested.
9. Contribute fully to the work of the Management Team.
10. Undertake such other duties as are:
- commensurate with the seniority of the post
- reasonable in the light to changing circumstances
- intended to improve service to the Federation's members and other stakeholders.
