Job Title: FUEL Young People’s Accounts /Administration / Funding Application Worker
Based at: FUEL Quay Lane, Enniskillen, Co Fermanagh
Responsible to: Project Manager
Salary: £996 gross per month.
Length of Contract: Post is funded by the Public Health Agency (as part of a Pilot Project) until the 31st March 2011. Immediate start is required.

General Duties and Responsibilities
Maintaining accounting systems to meet the needs of the project.
Prepare Accounts including PAYE, Vat and Bank reconciliations
Record keeping inc quotations, receipts, invoices, bank statements, cheque journals. Purchase / sales ledgers, general ledger, budgetary control.
Effective monitoring of expenditure to ensure it remains within agreed quarterly budget and maintaining budget management spreadsheet.
Preparation of quarterly record keeping and full audit trail from purchase order to bank account
Preparation of written report to HSE
Ensure correct purchasing procedures and value for money in purchasing as per HSE guidance
Maintain purchase order book in triplicate, delivery book and invoices and cross reference.
Back up computer records. Ensure virus guard active.
Restrict access to systems
Carefully keep records in locked cabinets to comply with Data protection Law
Maintain records according to HSE Financial Requirements.
Distribute and record petty cash floats and records for all floats in centre.
Issue official receipts for all monies received
Obtain quotations for purchases as per HSE requirements
Adhere to high standards of business and ethically conduct.
Maintain financial procedure as per the Health and Social Care Board Guidance and to their standards
Prepare for and assist with any inspections by HSE or Inland Revenue.
Read and return meter readings for electric supply co. monthly
Maintain secure Access NI, personnel, youth membership, and parental permission records as required by project, taking initiative to remind relevant person(s) to complete.
Record dates certificates / insurance / licences etc required for renewal
Assist with arrangements requiring administrative support in project, arranging trips, printing photocopying typing as required to support team.
Maintain contact records required by all aspects of project. Telephone, email, internet etc
Assist project manager / support to enable project needs to be met.
Provide administrative support to staff in the advice and information centre.
Ensure all insurance, health and safety certificates and other certificates are displayed as required.
Work with facilitators to gather and maintain records on all attendances to hang out space, entertainment, recreation, support groups, workshops, advice centre, peripatetic services and all referrals made to peripatetic, outside, support and other services that operate both in and outside of FUEL.
Assist the project manager by preparing data to aid completion of financial and performance monitoring forms.
Work proactively on sourcing and completing funding applications.
Maintain records of grant expenditure of all grants and funds received. Assist with relevant returns of records of expenditure and other funders requirements
This job description sets out the main duties of the FUEL Accounts Administrator Support Worker Role. As the Centre develops the duties and responsibilities may change to take account of outcomes from consultation with young people, reviews, funders or Trustee’s requirements.

Qualifications
- Minimum Accounting Technician Qualification or be able to demonstrate relevant experience
Other
- Ability to work effectively as part of a team
- Ability to build effective working relationships with other colleagues and in other agencies and organisation
- Ability to write accurate clear and concise letters, memos and reports using standard formats
- Competent use of ICT for emailing, using the internet and WP for both and admin and supporting young people.
- To have good interpersonal and verbal communication skills.
- To be able to work on their own initiative
- Be unrestricted from working with children and young people
- Be deeply committed to working in an environment with young people have regard for all young people regardless of gender, race, religion, marital status, age, sexual orientation, or ethnic origin, or youth sub culture / music genre .
- Be able to work along side young people in a way which is non-judgemental, and non- critical but is empowering, confidence and skill building.
- Understand the critical importance of confidentiality
Desirable Criteria
- Experience of keeping accounts and records at Public sector requirements level
- Experience of PAYE, VAT and Record Keeping
- Familiar with Data Protection Requirements
- Experience of completing funding applications
- Be able to demonstrate a track record of successful financial and resource monitoring.
