Chief Executive Officer

Ulster Supported Employment Ltd is a not-for-profit Company limited by guarantee having charitable and Non Departmental Public Body status as an Arm’s Length Body under DEL. USEL exists to provide employment to people with disabilities and health issues and it is in pursuit of that mission that it operates the Social Enterprise business model.

The Role

• Support the Board and lead the staff in the development of its strategy and to undertake necessary planning to enable it to fulfil its functions and statutory duties effectively and efficiently.
• Ensure that effective corporate governance and business arrangements operate in USEL, regularly reviewing systems to deliver continuous improvement.
• Represent USEL as required on working groups and at meetings with external stakeholders.
• Ensure that USEL’s resources are deployed efficiently, effectively and economically to meet agreed objectives and targets for external income.
• Act as Accounting Officer for USEL with responsibility for a turnover of approximately £7m.

The Person

• Degree or equivalent level qualification. Exceptional candidates who do not have a degree but meet all desirable elements may also be considered.
• Experience in strategic leadership within a complex organisation.
• Experience in strategic and operational planning, KPI setting, risk management and ongoing performance monitoring and evaluation.
• Experience of delivering commercial success through a social enterprise / private sector model or experience in delivering a value for money service within a public sector model.
• Experience in budget creation, resource management and control with an understanding of accountability, governance and risk management.
• Experience in communicating with, persuading, influencing and inspiring key stakeholders of the organisation to gain consensus.
