Centre Manager

The CM will be expected to take responsibility for the sustainable strategic development and operational management of the organisation's key areas of work.

Governance

  • Provide support to the Board by advising on legal and funders’ contractual responsibilities and ensuring that Greenway fulfils the requirements of the 2006 Companies Act and 2008 Charities (NI) Act;
  • Ensure that all financial and non-financial reporting requirements are met on a timely and regular basis in line with Greenway policies and legal obligations;
  • Review & implement policies & procedures in line with current employment legislation & good practice are fit for purpose, understood by all employees and that they are adhered to.
  • Review & Update all organisational policies in line with good practices and in conjunction with the Board, department managers and/or key staff members, are fit for purpose, understood by all employees, volunteers and that they are adhered to.
  • Overall responsibility in conjunction with the Board to ensure the policies and procedures of GWG are fit for purpose, adhered to and that GWG staff and volunteers act, at all times, within the regulations of the governing and legal bodies.
  • Provide written monthly progress reports to the Board ensuring that processes are open and transparent and follow an agreed practice for performance measurement and management, including clear Key Performance Indicators.

Organisational

  • Facilitate the creation of and implementation of regular reviews & updates of strategic plans in conjunction with other department heads, board and key staff members, to meet the needs of the organisation, its staff and stakeholders, fit for purpose, understood by the relevant employees, volunteers and that they are adhered to.
  • Development of clear organisational operational plans on an annual basis that link to agreed strategic plan & project plans for each area of activity in conjunction with other department heads/key staff members are fit for purpose, understood by the relevant employees and that they are adhered to.
  • Management of workplace practices to support the staff and internal structure within the organisation.
  • Represent the Organisation strategically on relevant Partnerships, Boards Forums and Steering Groups as required, ensuring positive outcomes for the benefit of women and children in Cregagh and the broader community.

Human Resources

 

  • Overall responsibility in conjunction with department heads to ensure the line management of the staff team of GWC
  • Support Department heads where applicable to carry out supervisions & appraisals within their departments.
  • Ensure the implementation of supervision and annual appraisal process in all departments
  • Ensure support & supervision & annual appraisals are carried out at regular intervals and are relevant to staff members including individual annual training plan.
  • Identify staff and personal training and development needs in conjunction with department heads and ensure these needs are met and the impact evaluated.
  • Overall responsibility to ensure that all volunteer policies including induction, line management, support & guidance, training & personal development, are in place, reviewed and updated in accordance with good practices are fit for purpose, understood by all relevant staff members and volunteers and are adhered to.

Finance

  • Overall responsibility for financial management of the organisation and all funded projects;
  • Annually produce an organisational budget detailing all income & expenditure;
  • Coordinate the production of monthly returns in response to funder’s requirements
  • Overall responsibility to ensure in conjunction with Key staff members that the financial procedures and guidelines of GWG are fit for purpose, understood by the relevant employees and are adhered to
  • Overall responsibility to ensure finances and other resources are secured to achieve the organisations strategies and plans.
  • Produce a fund-raising strategy to ensure the sustainability of existing and development of new services.
  • Annually produce an organisational budget detailing all income & expenditure;
  • Facilitate & implementation of regular Finance meetings to include key staff members & directors
  • Overall responsibility to ensure that Reserves Policy is reviewed and updated annually.

Operational

  • Ensuring that the day to day operations of the organisation are effectively and efficiently co-coordinated and implemented and conducted within a framework agreed to by the Board;
  • Oversee the design, development and delivery of all activities and delegation of responsibility as appropriate;
  • Development of clear organisational operational plans (inputs, activities, outputs, outcomes) that link to the agreed strategic plan and project plans for each area of activity;
  • Implement stringent processes to ensure the timely and cost effective development of the key projects undertaken by the Centre;
  • Develop and manage performance ensuring all staff have a clear job description and are well motivated and managed in their day to day activities;
  • Design and implement policies and procedures in line with current employment legislation and good practice; and
  • Ensure compliance with all statutory and other regulations including e.g. health and safety, company, legal, accounting and insurances
  • Overall responsibility to provide quality service by leading efforts within the organisation to ensure services meet the needs and expectations of users and other stakeholders through continuous improvement and achieving quality standards, e.g. IIP
  • Overall responsibility to ensure that the women and children have sense of ownership of Greenway Women’s Centre through the provision of stakeholder groups that promote participation, active citizenship and leadership.
  • Overall responsibility to ensure that the organisation and its mission activities, programmes and services are consistently presented positively to relevant stakeholders.

Internal Communication

  • Overall responsibility to ensure regular and timely reporting of all monitoring and evaluations of all projects and operational issues including effective time management of projects to the Board
  • Overall responsibility to ensure effective internal and external communication strategy within the organisation.

Essential:

Experience:      

  • 3 years working in a Senior Management capacity within the last 5 years.
  • 3 years Financial Management experience
  • 3 years experience in Line Management of staff with experience and knowledge of staff appraisal and performance systems
  • 3 years experience working the community/voluntary sector
  • Demonstrate a working knowledge of sources & mechanisms of funding including European, Government and Trust Funds

  • Self motivated and the ability to work on own initiative

Charter:

  • Ability to work in a wide range of environments and relate to people from a wide variety of backgrounds
  • Understand the ethos of the Women’s Sector

Qualifications:

  • Educated to degree level or equivalent

Circumstances:

  • Having access to a mode of transport that will enable you to carry out the required duties
