JOB DESCRIPTION:

Job Title:  BELONG Locality Worker (Newry & Mourne)

Reporting to:  BELONG Programme Officer (Community Education)

Responsible to:  BELONG Programme Manager

Location:  Post holder will be based Ballybot House and work throughout the Newry & Mourne area.  The Post holder will be required to work 2 days/month from BELONG’s central office in Coalisland for team meetings and training.

Contract Period:  Fixed Term Contract until 30 June 2015.  This post funded by Atlantic Philanthropies.

Salary:   £20,198 pro rata + 3% pension

Hours:  22.5 hours per week.  This will include evenings and weekends.

Key Duties & Responsibilities

 (Please note this is not an exhaustive list)

Programme Activity:

  • Organise and facilitate localised BELONG Programme activity sessions which deliver on the expected outcomes
  • Recruit and co-ordinate the attendance of participants for BELONG Programme activities in the locality
  • Facilitate the provision of rights based information and support to BME families in the locality by working closely with the BELONG Staff Team
  • Provide feedback on progress to date and gain commitment to future work from families and communities
  • Carry out local needs/asset assessments and consultations with BME children, families, wider community groups and other stakeholders as directed
  • Facilitate and support consultation with BME children and their families on a range of issues as required
  • Undertake any other reasonable duties as required

Communication & Representation

  • Effectively represent the BELONG programme and its underpinning values on the CYPSP Locality Planning Group in your area and other appropriate fora
  • Engage with other agencies and organisations operating within the locality to ensure added value and the development of a network of complementary services
  • Build relationships and identify potential development/delivery partnerships for Programme implementation; establish these partnerships as directed
  • Support advocacy work with service providers and community organisations to encourage their participation in the BELONG Charter (cultural competence & inclusive practice) project activity

Contribution to good practice within and beyond BELONG:

  • Support the development of good practice and procedures for working with BME children and their families by capturing local learning and challenges of this work
  • Ensure that localised knowledge and experience of participants, community and services is communicated and shared effectively within the BELONG team and externally where appropriate

Monitoring, Evaluation & Reporting

  • Produce and deliver quality reports/briefings/presentations as required
  • Undertake the day to day administration of Programme activity within the locality
  • Attend and contribute to relevant meetings, conferences, training and other events
  • Support the implementation of the monitoring and evaluation framework through reflective practice; collection of monitoring data and information; facilitation of focus groups or interviews and preparation of reports as required

 

 

Person Specification

Essential

 

Qualification

Education to A-level or evidenced equivalent (to include GCSE English Grade A-C /equivalent) and at least 1 years experience in Community Development  in context of children and families                       OR

3 years Community Development Work in the context of children and families

 

Experience

1 year of experience of engaging children and families for participation in activities and events in community settings

Experience in organising, delivering and completing activities including project monitoring and evaluation.

 Proven delivery of projects against set targets and specific timescales.

 

Knowledge / Skills

Good written and verbal communication skills (including computer competency, report writing, making presentations and facilitating).

Knowledge of good practice in community development approaches.

Knowledge of anti-racism and anti-bullying strategies.

 

Personal Qualities

Personal cultural competence and awareness and a commitment to the values that underpin the programme.

 

Ability to work as part of a team and confidence in inter-ethnic interaction. 

Ability to work on own initiative, with the minimum supervision, to prioritise and to balance a varied workload.

Desirable

Qualifications

3rd level qualification to be held in Community Development/ Youth & Community Work/Social Work/ Human Rights or applied social science discipline.

Experience

Experience of working with BME communities (including Travellers)

Experience working in partnership across a range of sectors

Experience in facilitating children’s and parents’ participation in consultation processes

Knowledge/skills

Knowledge of children’s rights and developmental needs

Knowledge of issues faced by BME children, parents and communities

Ability to communicate in a second language.

Knowledge of ‘Whole child’ and ‘Family support’  models
