In it she notes that to date there has been no long term strategic plan to fund or provide adequate services to victims.
The Interim Commissioner, points out that a lack of coordination has led to duplication of funding, gaps in funding, over administration and an incomplete picture of provision.
Since 1998 government has provided £36.4 million in funding to victims and survivors and European funding has provided a further £7.6 million.
