'Positive Steps' was launched in March 2005 to an expectant voluntary and community sector. The document was Government’s response to ' Investing Together', the report of the Task Force on Resourcing the Voluntary and Community Sector, and was the culmination of a process that was first proposed in the Harbison Report in 2000.
