The Forum consists of 15 representatives from the voluntary and community sector, and a representative from each government department with a responsibility to liaise with the sector. Additional departmental experts attend as appropriate.

EU enlargement took place on 1 May 2004 to include ten new member states - Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Slovakia, Slovenia and Poland.
Voluntary and community organisations in Northern Ireland are joining to oppose the proposed anti-poverty strategy launched by the Secretary of State in April.
