This call for proposals forms part of the structuring measures for Action 1 of the ‘Youth in Action’ programme which aims to promote active citizenship in young people and develop European cooperation on youth matters.

The aim is to support the establishment and/or reinforcement of thematic networking in youth exchange projects, youth initiatives and youth democracy projects under the 'Youth in Action' programme and the 'Youth' programme.

These thematic networks must comply with the following objectives:

  • to establish links between projects tackling the same theme;
  • to pool experiences in a specific thematic field;
  • to increase the links between youth exchanges, youth initiatives and youth democracy projects;
  • to valorise, disseminate and exploit the results of the projects.

The proposed theme must reflect the objectives of the 'Youth in Action' programme.

Eligible candidates
Proposals should be submitted by non-profit-making organisations or associations or by local, regional or national bodies which are legally established on the date the application is submitted in one of the programme countries:

  • Member States of the European Union
  • European Free Trade Association (EFTA) countries that are members of the European Economic Area (EEA): Iceland, Liechtenstein and Norway
The projects must involve partners from at least ten different countries (applicant body included). All the partners must have developed projects or be in the process of implementing them under the Youth or Youth in Action programmes. It must be noted that the partners cannot have any statutory links with the applicant body.

The total budget allocated to the co-financing of projects under this call for proposals is estimated to be around €1 million.

Financial assistance may not be granted for more than 65 % of a project's total eligible expenses and the maximum amount any application may be awarded is €100,000 so there is scope for over 10 projects to be supported.

The activities must start between 1 January 2008 and 31 March 2008. They shall run for at least six months and at most twelve months.

Applications must be sent to the Education, Audiovisual and Culture Executive Agency by 1 September 2007 at the latest.
