EU - Latin America Award

People interested in local or regional cooperation between the European Union and Latin America are invited to submit essays for the Observatory for EU – Latin America Decentralised Cooperation Research award.

The main goal of the Observatory for European Union - Latin America Decentralised Cooperation Research Award is to foster research on decentralised cooperation between both regions. The award has been created by the EU URBAL programme, which encourages the exchange of experience between the two regions.

All people interested on decentralised cooperation is invited to submit their essays. Each candidate shall prove their research experience. Particularly encouraged is the participation of doctorate, masters or last year's students of degrees on social sciences and related fields. The creation of research teams is also encouraged.

Submitted essays should deal with decentralised cooperation between subnational governments of Latin America and the European Union. Essays should be policy-oriented and focused on the specificity of decentralised cooperation and its impacts.

The evaluation criteria will be the following:
a) Goals and methodology (20 points).
b) Innovation and originality in the field of decentralised cooperation (20 points).
c) conceptual and expression clarity (10 points)

The award comprises of a €3,000 and the publication of the winning essay. The closing date for applications is 15 November 2006

a) Cover letter
b) Curriculum vitae (3 pages max.);
c) Unpublished essay of 200.000- 250.000 characters, including annexes;
d) Abstract of the essay (5 pages max.).

A group of experts from the Observatory will evaluate the essays submitted and select the finalist works. A jury composed by 4 members of the Experts Committee and chaired by a member of the Executive Committee will select the winner essay. Anonymity is granted. The jury will pronounce the winner before February 2007 and the Award will be delivered during the 2007 Annual Conference that will be held in Costa Rica.
