Vanessa Potter told delegates how the BLF had taken on board many of the suggestions made during its two consultation phases, including that it will be supporting the principle of Full Cost Recovery, that the application process will be simplified, and that it will offer longer term contracts.
Potter also reiterated the fact that the board has promised to allocate 60-70% of funding to the voluntary and community sector. “This undertaking is a very serious matter for us, and we are looking at how it will be measured and monitored,” she said.
NICVA met with Big Lottery Fund in September 2005 to debate the monitoring of the 60% to 70% commitment to the voluntary and community sector.
Funding programmes are to be split into two main areas: demand-led programmes, which will include the Awards for All scheme, research grants, international grants and demand-led streams within its strategic programme; and strategic programmes, which will distribute funds under thirteen headings ranging from children’s play projects to environment schemes to community building initiatives.
The Department of Culture, Arts and Leisure has issued its directions to the Northern Ireland office of Big Lottery Fund.
