Procurement Unit on behalf of the Northern Ireland Office invites tenders from experienced and competent service providers for the management and delivery of the Appropriate Adult Scheme in Northern Ireland.


The Police and Criminal Evidence (Northern Ireland) Order 1989 and associated Codes of Practice make provision for an Appropriate Adult to be present when a juvenile or mentally disordered or otherwise vulnerable person is detained in police custody. An Appropriate Adult is a person, independent of the police, whose role is to support, advise and assist the detainee.

The scheme will not replace parent/guardian responsibility in the role of an appropriate adult but will provide the availability of a trained Appropriate Adult to ensure that the individual understands the processes and their rights during detention in police custody.

The successful tenderer will be appointed to develop, manage and deliver all operational aspects of the Scheme on behalf of NIO. The successful tenderer will be required to provide all necessary resources (people, premises, equipment etc) to achieve the Scheme’s objectives.

Tenders are invited from any / all independent organisations or consortia or partnerships who can meet the service requirements of the Scheme.

It is expected that the contract will commence on award and will run for a period of three years with the option to extend for two further one year periods.
