EC Plan D - Democracy, dialogue & debate

The European Commission has issued a call for proposals from consortiums of organisations within the Member States to promote public participation in debates on topics of European interest as provided by the European Commission’s Plan D for Democracy, Dialogue and Debate.

EU FlagThis is a listening exercise so that the European Union can act on the concerns expressed by its citizens. The objective of the Commission is to stimulate this debate and seek recognition for the added value that the European Union can provide.

It should be a two-way process in which the public are informed about the role played by the European Union, with concrete examples of its projects and achievements, while their expectations for the future are identified in return.

The debate could include the following themes:

  • Europe ’s economic and social development;
  • feeling towards Europe and the Union’s tasks;
  • Europe ’s borders and its role in the world.
To facilitate the debates, Plan D states that the Commission will endeavour to assist civil society by giving aid for individual initiatives. That is the objective pursued by this call for proposals, launched by DG Communication.

The Commission wishes to provide financial assistance for pan-European initiatives:

  • promoting public participation in the debates on Europe as provided by Plan D;
  • seeking their opinions on an extensive and qualitative basis;
  • analysing contributions from the general public as input for decision-makers.
Your project should begin between 1 May and 31 December 2006, and finish no later than 31 July 2007. The maximum duration of projects is 15 months. The budget available for part-financing projects is estimated at €2 million. Grants cannot exceed 70% of the total eligible project costs. Only a handful of grants will be made, each for a substantial piece of work.

The grant levels are:

  • A minimum of €250,000 for projects involving the candidate organisation and a minimum of four other partner organisations. These must each be established in a different EU Member State;
  • A minimum of €600,000 for projects involving the candidate organisation and a minimum of seven other partner organisations. These must each be established in a different EU Member State.
