Safer internet usage call opens

The European Commission has issued a call for proposals under the multiannual Community Programme Safer Internet plus which promotes safer use of the Internet and new online technologies.

The Safer Internet plus programme aims to promote safer use of the Internet and new online technologies, particularly for children, and to fight against illegal content and content unwanted by the end-user, as part of a coherent approach by the European Union.

The present call is open for proposals addressing the following actions:

1. Fighting illegal content through hotlines for reporting illegal content.

2. Tackling unwanted and harmful content

  • User empowerment (measures which meet the needs of users and which empower them to limit the amount of unwanted and harmful content which they receive, and to manage unwanted spam. This will include work on content rating and quality site labels; work contributing to the accessibility of filter technology).
  • Pilot projects demonstrating best practices or involving innovative use of existing technologies, aiming at developing databases of references to illegal content
    and/or content matching mechanisms

3. Promoting a Safer Environment

  • Cross-border actions in the field of co-regulation and self-regulation to combat unsolicited content (spam) harmful for children

4. Awareness-raising

  • Awareness nodes which will carry out awareness actions and programmes in close co-operation with all relevant actors at national, regional and local levels
  • Helplines, where children could raise concerns about illegal and harmful
    content on the Internet
Eligible applicants
Participation in the Safer Internet plus programme is open to legal entities established in the 25 Member States and to legal entities established in Bulgaria, Croatia, Romania, Turkey and the Former Yugoslav Republic of Macedonia, if a bilateral agreement with the relevant country has been concluded to this effect. It is open to legal entities established in EFTA States that are contracting parties to the EEA Agreement (Iceland, Liechtenstein, Norway)

Budget
The total budget is estimated at € 6.9 million.

The deadline for receipt of proposals by the Commission is 29 September 2006 at 17:00
