Active citizens for Europe Town Twinning

As part of the Europe for Citizens Programme 2007 to 2013, "Active Citizens for Europe" invites applications for town-twinning or other kinds of citizens' projects.

As part of the Europe for Citizens Programme - 2007 - 2013, the First Action - "Active Citizens for Europe" which involves citizens either through two measures linked to town-twinning or through other kinds of citizens' projects has a deadline of June 1 2007 for Town Twinning Citizens Meetings to take place between October 1 and December 31 2007.

Town twinning citizens’ meetings consist in bringing together a wide range of citizens and citizens’ groups from twinned towns, taking benefit of the partnership between the municipalities for developing strong, informal and personal relations between their citizens.

Those meetings should present the following three features:

  • Commitment to European integration
  • Friendships in Europe
  • Active Participation

To be eligible, the applicant must be the municipality in which the meeting takes place, or its twinning association/twinning committee with a legal status (legal personality), and be established in a participating country.

These countries include all 27 members of the European Union and the EFTA countries which are parties to the EEA Agreement, the candidate countries and countries from the Western Balkans, provided that certain legal and financial obligations are fulfilled. Town twinning citizens’ meetings must:

  • be organised in the framework of already existing or prospective town twinning arrangements between towns and municipalities in the eligible countries. Each municipality involved must be twinned with at least one other participating municipality;
  • involve municipalities from at least two participating countries, from which at least one is an EU Member State;
  • involve - in bilateral meetings: at least ten participants from the invited municipality
    - in multilateral meetings (more than two municipalities involved): at least five participants from each invited municipality.
Not eligible:
invited groups, in which more than a half of the participants are elected local government representatives or municipal officials.

The maximum grant to be awarded is €20,000 per project. If the calculation based on the flat rates indicates a total amount over €20,000 the EACEA will apply this ceiling to the grant.

The minimum grant to be awarded is €2,000 per project. If the calculation based on the flat rates indicates a total amount of less than €2,000 no grant will be awarded.
