IMMPACT Improving and Modernising Mission Performance and Community Transformation

The Social Economy Agency now wishes to recruit a Project Manager to take forward the project. Applications are invited from suitably qualified candidates. Applicants should have the following:

PROJECT MANAGER

The IMMPACT project is a new capacity building, training, mentoring and learning support programme for community and voluntary organisations in Northern Ireland. Led by the Social Economy Agency (NI), IMMPACT will pilot new learning methodologies and provide high quality resources to help participating organisations to address the key issues and acquire the necessary skills and knowledge related to long term organisational sustainability. IMMPACT is funded by the Modernisation Fund administered by the Department for Social Development of Northern Ireland.

The Social Economy Agency now wishes to recruit a Project Manager to take forward the project.

Applications are invited from suitably qualified candidates.

Applicants should have the following:

  1. Third level qualification in a relevant field (social, community development or community enterprise) and 3 years relevant experience in a project/organisational development or support role in the Community & Voluntary sector/Social Economy OR 5 years relevant and practical experience in a project/organisational development or support role the community & voluntary/ social economy sectors.
  2. Experience of project financial planning and management.
  3. Design and delivery of training activities for community based organisations.
  4. Specialist knowledge for community & voluntary organisations related to:
  • Strategic/business planning
  • Funding, income mix planning and full cost recovery. Extensive knowledge of current NI funding sources/programmes/policy
  • Earned/trading income/social enterprise development
  • Social impact /outcome measurement or monitoring and evaluation

The job location will be at the Derry Office of SEA. Working from a home base may also be considered.

POST Project Manager

REPORTING TO Manager, SEA

LOCATION Derry office of SEA, or homed based as appropriate and by agreement

SCOPE AND PURPOSE OF JOB

The overall aim of the project is stated as:

To contribute to the performance improvement, sustainability and modernisation of community and voluntary organisations in Northern Ireland.

In support of this objective, four contributory objectives have been set:

Strategic Planning: to provide organisations with the tools, skills and knowledge resources for strategic and organisational development.

Fund Diversification: to provide organisations with the skills and knowledge to analyse and implement sustainable approaches to funding.

Earning income: to provide organisations with the skills and knowledge to explore earned income strategies (core related trading, full cost recovery, public procurement contracting, unrelated trading, social enterprise).

Quality and Impact: to provide organisations with the skills and knowledge to prove and improve their mission performance through the use of quality and impact tools.

Overall, if fully implemented the project will result in the achievement of the following outputs:
To work with 38 organisations over two years:

Strategic Planning -19 organisations with Strategic plans developed each year
- minimum of 6 organisations with business plans each year

Fund Diversification -19 organisations develop Funding Mix plans each year

Earned income - Minimum of 6 organisations develop earned income strategies
each year

Quality and Impact - Minimum of 4 organisations develop social audit frameworks
each year


Minimum of 8 organisations applying quality and Impact tools

Web site Development of a specific web based modernisation support and resource facility/portal The web based facility will form a central part of the project.

While the technical design of the web site will be outsourced, the Project Manager will be expected to input into the specification of the web site and actively engage in the site content development and ongoing content management and maintenance. It is expected that other e-learning resources will be developed e.g. regular e-bulletins.

The Project Manager position will cover the main project management and development functions and will be the key post to take the IMMPACT project forward.

A part time Development Officer will also work on the IMMPACT project.

MAIN DUTIES AND RESPONSIBILITIES

  1. To develop and operationalise all project activities and outputs as per the project documents and Contract for Funding in collaboration with project partners and other stakeholders.
  2. To directly deliver, as appropriate, the required project activities and outputs: training, workshops, mentoring , resource development, web development, e- bulletins etc
  3. To assist in the updating , population and responding to on-line enquiries of the project web site
  4. To organise and support delivery of the project activity of associates and sub contractors as required.
  5. Design and implement appropriate monitoring systems and procedures to help assess project progress, including systems to capture learning regarding project outcomes and impact
  6. To fulfil all monitoring and progress reporting requirements of funders
  7. To report regularly to the Manager, SEA and the project steering group and participate in company team meetings
  8. To manage the project budget in liaison with the Financial Coordinator, SEA
  9. To promote the IMMPACT project to satisfy the participant recruitment requirements of the project and requirements of funder.
  10. Pro-actively monitor and engage with community and voluntary sector and social enterprise developments in NI at policy and practice levels, particularly regarding other sector support programmes e.g Invest NI Social Entrepreneurship Programme, Rural Initiative for the Social Economy, and other programmes supported by the DSD Modernisation Fund.
  11. Support any external evaluations commissioned by funders.
  12. Carry out any other activity as assigned by the Manager SEA.
