Background:
The Irish Central Border Area Network (ICBAN) Ltd is a cross-border instrument of 10 stakeholder member councils in the central border area.

The local government stakeholders to ICBAN are:

Northern Ireland:

  • Armagh City & District Council
  • Cookstown District Council
  • Dungannon & South Tyrone Borough Council
  • Fermanagh District Council
  • Omagh District Council

Republic of Ireland:

  • Monaghan County Council
  • Cavan County Council
  • Leitrim County Council
  • Sligo County Council
  • Donegal County Council

‘Implementing Agent’ for the INTERREG IIIA Programme:

Currently ICBAN has responsibility for the coordination and implementation of 3 Measures of Priority 1 (Integrated Local Development Strategies) of the INTERREG IIIA Programme (in partnership with the East Border Region Cross Border Group and the North West Region Cross Border Group).

Together the 3 Border Corridor Groups have responsibility for the following Measures:

  • Priority 1 Measure 1: Business & Economic Development. To address economic and social development needs of the eligible area through activities designed to encourage cross border economic activity.
  • Priority 1 Measure 2: Knowledge Economy. To make the region more innovative and economically competitive through the use of new technologies and new media.
  • Priority 1 Measure 3: Human Resources Development & Skilling
  • To enhance qualifications and skills levels of the local population to ensure that skills are relevant to industry, economic growth and sustainable communities.

As an ‘Implementing Agent’ for the INTERREG IIIA Programme ICBAN has committed approx €23 million to 70+ projects as detailed below:

VACANCY

ICBAN is currently seeking suitable applicants to tender to fill a temporary part-time vacancy of ‘Support Officer’. The successful individual will be appointed on a ‘Contract for Services’ basis. ICBAN would anticipate that the type of applicant will be either a freelance self employed person or a consultancy organisation nominating a specific individual to undertake this role.


Contract Title: Support Officer

Responsible to: Acting CEOContract

Fee: Subject to tender

Duration of Contract 20 hours per week for 3 months with possible extension

Overall Purpose: The INTERREG IIIA Programme is now entering its final stages. ICBAN’s focus in 2008 is to bring the Programme to a successful close by December 2008. This contract is a temporary Support Officer role to assist ICBAN’s Interreg Team with the closure of projects funded under the INTERREG IIIA Programme in accordance with the rules of the Programme.


Summary of Services Required / Duties and Responsibilities:

  • To support ICBAN’s Interreg Team with the closure of projects funded under the INTERREG IIIA Programme in accordance with the rules of the Programme.
  • To assist with document preparation and provide administration / clerical support to the ICBAN INTERREG Team.To ensure effective and efficient records and information are maintained for all INTERREG IIIA funded projects.
  • To liaise with project promoters and provide support and advice in the final implementation and closure of projects.
  • To provide updates / reports to the Acting CEO on INTERREG IIIA funded projects.
  • To foster good working relationships with all project promoters, partners and other stakeholders.
  • To manage his/her personal contact time to ensure service contract obligations are meeting the required level of efficiency and quality standards.
  • To undertake any other appropriate duties as determined by the Acting CEO.

APPLICANT PROFILE

Essential Criteria:
It is expected that successful tenders will demonstrate that the nominated individual will have:

  • At least 5 GCSE’s or equivalent.
  • At least one year’s experience in project administration / management / delivery.
  • Excellent interpersonal skills.
  • Well developed written and oral communication skills.
  • An understanding of European Union Funding Programmes, structures and working procedures.
  • Solid experience with document and data management system/s & computer literacy, especially MS Office (Word, Excel, Power Point) and database software.

Desirable Criteria:
Preference may be given to those who possess:

  • Experience in cross border project / programme delivery.
  • Working knowledge & experience of the INTERREG IIIA and/or Peace II Programmes.
  • Experience of working with a variety of stakeholders including: local/regional groups, government departments, local government and public / private organisations.
  • Control, audit and monitoring experience.

Personal Skills:

  • Motivation and capability to work individually.
  • Strong team work skills.
  • Strong organisational skills.
  • Attention to detail and accuracy.
  • Ability for effective and independent back office management: filing, administrative duties.

Other Requirements:

  • Travel: It is expected that tendering person will hold a current driving licence and have use of a car for business purposes.

Remuneration: The contracted person/organization will be paid monthly on invoice. The successful person / organization are expected to take responsibility for their own Inland Revenue and National Insurance and pension contributions.

Location: The person appointed will be based at the Irish Central Border Area Network office in Enniskillen, but may be required to work throughout the Network region.

Contract Hours: The basic contract hours will be 20 per week.

Car Allowance: Mileage of 0.40p per mile will be paid for approved journeys.

TENDER SUBMISSIONS Tenders should be submitted by way of a capability statement/CV and be accompanied by a schedule of fees and expenses including daily rate. Tenders should detail preferred days / times for on average 20 hours per week input. Tenders should be in Microsoft Word format, size 12 font and limited to 5 pages of A4. You may wish to include any other information you consider relevant to your tender proposal. The schedule of fees and expenses should be fully inclusive. Costs cannot exceed £13 per hour.

Deadline for Receipt of Tenders
Completed tenders should be submitted to ICBAN in hard copy, with envelope marked ‘ICBAN Support Officer - Confidential’ not later than 12 noon on Tuesday, 1st July 2008.

Email tenders will not be accepted. It is the applicant’s responsibility to ensure that his/her tender is submitted and received by this closing date and time. No late tenders will be considered.

Interviews: The individual may be required to attend an interview. If this is required interviews will be held on 4 July 2008.
