New Structures for Health and Social Services.

The Deparment of Health, Social Services and Public Safety is responsible for changes in health and social services.

New Structures

1. One Health and Social Services Authority

To replace the four existing Health and Social Services Boards. David Sissling was appointed Chief Executive in August 2006.

2. Five Health and Social Services Trusts to replace the current 18

Western: will replace Sperrin Lakeland, Foyle and Altnagalvin.
(covering the existing local Council areas of Derry, Fermanagh, Limavady, Omagh and Strabane)

Chairperson: Gerard McGuckin.
Chief Executive: Elaine Way

Northern: will replace Homefirst Community, Causeway and United Hospitals.
(covering the existing local Council areas of Ballymoney, Ballymena, Carrickfergus, Coleraine, Cookstown, Larne, Magherafelt, Moyle and Newtownabbey)

Southern: will replace Craigavon Area Hospital, Craigavon and Banbridge Community Trust, Newry and Mourne and Armagh & Dungannon
(covering the existing local Council areas Armagh, Banbridge, Craigavon, Dungannon and Newry and Mourne)

Belfast: will replace Belfast City Hospital, Royal Group, Mater, Greenpark, North and West Trust and South and East Belfast Trust
(covering the existing local Council areas Belfast and Castlereagh)

South Eastern: will replace Ulster Community & Hospitals Trust and Down & Lisburn Trust
(covering the existing local Council areas Ards, North Down, Down, and Lisburn)

3. Seven primary care-led Local Commissioning Groups (LGC) to replace the current 15 Local Health and Social Care Groups

Each LCG will have 15 members. They will be made up of 6 Trust employees, 4 GP’s, 1 Dentist, 1 Pharmacist, 1 Optometrist and 2 lay members. All the positions, apart from the six employees, will made by public appointment.

4. A restructured Department of Health Social Services and Public Safety

Some functions transferring from it to the new Authority and, potentially, to

some other of the new HPSS organisations.

5. Replacing the four Health and Social Services Councils with a single Patient and Client Council

6. Abolition of seven other agencies and the transfer of their functions, staff, assets and liabilities to other HPSS bodies, including the Authority, Trusts, and the RQIA;
