INTERNATIONAL CHILDREN’S RIGHTS STANDARDS – UNCRC
In responding with feedback on the Youth Justice Agency’s (YJA) Corporate Plan CiNI’s primary objective is to advocate that the principles and provisions of the UNCRC expressly underpin the Corporate Plan and inform the work which flows from it.
VALUES
CiNI welcomes the inclusion of value statements and regards these as crucial in guiding the way in which public bodies such as the YJA carry out its functions.
In relation to the Care for Children value statement which states that ‘children will be treated with fairness, justice and respect’ CiNI believes that while care for children is fundamental to the work of the YJA, this could be captured in an all encompassing value statement which recognises the child or young person who has offended as a child first and foremost, and where consideration is given to all aspects of the child’s life in deciding on the YJA’s most appropriate response.
CONSULTATION
While CiNI welcomes this opportunity to respond with feedback on the YJA’s Corporate Plan we believe that the YJA should have engaged in a wide, inclusive and appropriate consultation process in line with the requirements of its Section 75 Equality Scheme.
OFMDFM Children and Young People’s Strategy
OFMDFM will shortly be publishing the Government’s first over-arching Strategy for Children and Young People in Northern Ireland. The Strategy has been developed through close working with all Northern Ireland Government Departments including the Northern Ireland Office. CiNI believes that the participation of the YJA in the development of the Strategy is crucial and note that this is referenced throughout the draft Corporate Plan.

CONCLUSION
CiNI trusts that our response can usefully inform the further development of the YJA’s Corporate Plan. CiNI would be willing to engage in any further consultation on the development of the Agency’s Corporate Plan and believe that such exercises would be usefully in ensuring that the YJA hears the views of all those affected by and with an interest in the work of the Agency.
