Engage with Age is an exciting and innovative programme aiming to address issues facing older people such as loneliness, isolation and exclusion through a community development approach. It is an interagency partnership of community voluntary and statutory organisations working with older people in South and East Belfast and Castlereagh. (Company Limited by Guarantee).

The purpose of this post is to lead and manage Engage with Age across South and East Belfast and Castlereagh within an interagency and community development framework. The Engage with Age approach focuses on combating isolation and exclusion.

We are looking for an enthusiastic, highly motivated and committed Project Manager

Salary: Grade 7 £26, 220
Hours: 37 hours per week
Duration Two year fixed term until March 2007. Extension dependent on extended funding. This post is funded through Investing for Health S&E Belfast. Secondments will be considered.

Key Tasks

Staff

  1. To provide line management function to project staff.
  2. To ensure effective recruitment, induction and staff development/training.
  3. To maintain and develop good communication systems and promote effective teamwork among all staff.
  4. To ensure that appropriate staff policies and procedures are in place and that all staff comply with these.

Partnership

  1. To maintain and develop partnership working, ensuring effective two-way communication with all partners.
  2. To develop proposals which can optimise and /or harmonise strategies and policies which will enhance the health and well being of older people and increase opportunities for older people to participate in all aspects of community life.
  3. To work with key older people to build their capacity and ability to link into partnership approaches.

Management/Governance

  1. To provide and coordinate regular progress reports to Engage with Age management board, sub groups and funders.
  2. To ensure effective communication in regard to management board and sub-group meetings.
  3. To ensure compliance with all grant/ funding requirements.
  4. To maintain and develop an outcomes-based evaluation process for Engage with Age.

Finance

  1. To manage financial resources, maintain budgetary control and maintain and develop financial procedures for the organisation, in conjunction with the operational sub group.
  2. To explore and negotiate mainstream funding for the organisation in conjunction with the management board.

Sharing Good Practice

  1. To promote Engage with Age and share good practice through representation on appropriate groups, the formulation of written information and providing presentations in arrange of settings.
  2. To prioritise and coordinate responses to consultations and lobbying activities on behalf of the management board and older people within South and East Belfast and Castlereagh.

PERSONNEL SPECIFICATION

Please note that candidates will be short listed for interview on essential criteria 1, 3, 4, 5, 6, so please indicate clearly on your application form how you meet these criteria.

Essential criteria
1. Hold a degree or professional qualification in:

Nursing, Health care related area, Community Development, Health Promotion, Social Work, Education or other relevant discipline.

a. Plus two years experience working in a community development context with one year's management experience.

Or

b. A minimum of five years experience working in a community development environment including management experience of at least one years.

2. Meet the mobility requirements of the post.

3. Have taken part in management training or be willing to undertake some management training .

4. Provide evidence of leadership skills.

5. Provide evidence of team-building skills.

6. Demonstrate experience and knowledge of financial management and budgetary control measures.

7. Demonstrate excellent communication skills both oral and written.

8. Demonstrate knowledge of interagency/partnership working.

Desirable Criteria

  1. Demonstrate knowledge of the key issues of an ageing population and the social policy implications.
  2. Demonstrate knowledge of the local issues for the older population in South & East Belfast and Castlereagh.
  3. Demonstrate experience of strategic thinking.
  4. Provide evidence of presentational skills.
