Key Tasks

Finance

  1. Supervise day-to-day financial administration and provision of administrative support to member groups.
  2. Supervise the purchase of goods, services on behalf of the organisation.
  3. Develop, implement and review financial systems to ensure that they are appropriate to the needs of the organisation.
  4. Prepare and monitor budgets for individual projects and the organisation as a whole, reporting to and liaising with the Coordinator and project management staff on financial aspects of project administration.
  5. Prepare and submit monthly financial reports to the board of directors.
  6. Prepare and submit financial returns to funding bodies as required and liaison with funders on financial aspects of project administration.

Payroll & Personnel

  1. Supervision and maintenance of personnel records for all staff.
  2. Operate payroll system for staff and groups receiving support to employ staff.
  3. Identify personnel related issues and liaise with line management and board as appropriate.
  4. Administer the recruitment, induction and appraisal processes of all staff.

General Administration

  1. Ensure the efficient and effective provision of administrative support to project staff, member groups and others as required.
  2. Organise and monitor and appraise the workload and performance of other administrative staff within the organisation.
  3. Develop, implement and review information systems within the organisation on an ongoing basis, in liaison with the director and other staff.
  4. Coordinate the preparation of reports, correspondence, publications and other documentation on behalf of the organisation as required.
  5. Be responsible for all aspects of facilities management for the organisation – provision of office equipment, repairs and maintenance, health & safety etc.
  6. Be responsible for managing the organisations IT system, including the provision and maintenance of hardware and software suitable to the needs of staff.

PERSONNEL SPECIFICATION

Essential criteria

  1. RSA III standard typing/word-processing or equivalent OR
  2. RSA II Typewriting plus two years experience PLUS
  3. Two years administrative experience.
  4. Computer literate to include the use of Microsoft Office package incl. Database and spreadsheets.
  5. Experience of financial administration.
  6. Experience of PAYE and NIC.
  7. Book Keeping experience.
  8. Experience of operating SAGE accounts package

Desirable criteria

  1. A knowledge of the community arts sector in Northern Ireland.
  2. Experience of e-mail and Internet facilities.
  3. Possess a Book Keeping qualification.

Conditions of service

The post will be part-time (20 hours per week) initially funded to August 2007.
A probation of 6 months will apply.
On the rare occasion you may be required to work outside normal hours in this instance a time off in lieu system will operate.
In addition to normal statutory holidays there will be 25 days (pro rata) annual leave.
