The Forum on a Bill of Rights for Northern Ireland is seeking to identify up to four outreach workers for secondment, on a full-time or half-time basis, for six months to the Forum Secretariat.
The Forum was established in December 2006 to "produce agreed recommendations to inform the Northern Ireland Human Rights Commission’s advice to Government on the scope for defining, in Westminster legislation, rights supplementary to those in the European Convention on Human Rights, to reflect the particular circumstances of Northern Ireland, drawing as appropriate on international human rights instruments and experience. These additional rights to reflect the principles of mutual respect for the identity and ethos of both communities and parity of esteem, and – taken together with the ECHR – to constitute a Bill of Rights for Northern Ireland".
From the beginning, the Forum has been aware of the need to engage the public in this work. Forum members are agreed on three needs:
• to raise awareness of the Forum’s work
• to create opportunities for a much wider field of contributors to advise the Forum’s deliberations and
• to build community support for its recommendations.

The Forum has considered how best to implement these priorities. It agreed that relevant community organisations should be engaged to facilitate work on behalf of the Forum with those they represent, building on relationships that are already in place. It also considered it necessary to ensure Forum support for that process and consistency in approach, and to enable the Forum to go beyond the established relationships between particular organisations and community groups. The Forum therefore considered it essential that some additional staff be appointed to its Secretariat to meet this task.
