Ligoniel Improvement Association is recruiting a Community Empowerment Partnership Coordinator
This is an innovative and community led initiative that will aim to support, encourage and strengthen individuals - and in some cases groups, organisation and networks - to increase their ability to contribute to the regeneration of Ligoniel through the Ligoniel Village Regeneration Empowerment Partnership (LVREP).
Project description
To co-ordinate and develop the work of the Community Empowerment Partnership (CEP) in implementing a capacity building programme plan for the area.
Duties and responsibilities
- To assist in devising and implementing action plans for the CEP across the identified strands, including evaluation and monitoring duties.
- To co-ordinate the delivery of informal and non-formal learning programmes for groups and individuals living in the Ligoniel area.
- To actively provide outreach, facilities and recruit participants for informal and non-formal learning programmes.
- To integrate the Community Empowerment Partnership Project – with the other work of the Ligoniel Improvement Association in the further development of the Ligoniel Village Regeneration Integrated Plan.
- To network, consult and further develop working relationships with all local groups/organisations in order to provide equal quality services within the area.
- To develop capacity building programmes in order to meet the needs of participants.
- To develop and implement processes for the strategic and operational systems of the CEP.
- Provide assistance, advice, mentoring and support and information to individuals and groups in order to enhance their capacity to proactively engage in the overall regeneration of Ligoniel.
- Promote the working of the partnerships to the corporate and statutory sectors in order to enhance opportunities for investment.
- To explore and source funding opportunities for all groups and facilitate the creation and implementation of a core funding group and strategy.
- To facilitate issue based forums and report back to sub-committee with recommendations for actions.
- To provide written reports to sub-committee, management committee, funders and wider audience.
- To co-ordinate the planning, organisational management and delivery of programmes within the project, liaising closely with other employees and personnel.
- To undertake any other reasonable duties as may from time to time be required by the Managing Director.

Attainments
Essential
- A recognised 3rd level qualification.
- Experience of delivering learning programmes in a formal/non-formal setting.
- At least five years experience working in a Community Development/Education role.
- Proven track record of funding applications.
- Two years experience in managing community based projects.
- Knowledge of local, regional and national strategies, which formulate and impact on the establishment of community development and capacity building .
Desirable
- Knowledge of the local area and North Belfast.
- Good organisational and presentational skills.
- Good inter-personal and communication skills.
- Demonstrable knowledge and experience of capacity building and active citizenship.
- The successful candidate will have the ability to work on their own initiative and as part of a team while at the same time successfully meet the required targets of the programme.
- Ability to maintain records and adhere to funder’s guidelines.
- Access to transport for work purposes or access to another form of transport that would allow the post holder to meet the travel requirements of the post.

Holidays: 24 Days per annum plus 11 statutory public holidays.
Duration: Post is initially funded until end of September 2006.
