Personnel Manager
JOB DESCRIPTION:
The post holder will establish a community-led social enterprise, delivering a professional facilities management service for Ligoniel Community Enterprises Ltd with the potential to deliver a similar service for other organisations, while improving the management and maintenance of existing facilities in order to achieve better occupancy, more efficient collection of rents and competitive rental rates.
DUTIES AND RESPONSIBILITIES
1. CENTRE MANAGEMENT
a) To undertake the overall management of the workspace, office, retail units and community resources within the centre.
b) To take responsibility for the letting agreements, collection of rents and the maintenance of the property.
c) To work with the Financial Controller to maintain all financial records, transactions and projections as well as the administration of the centre.
d) To provide management information to the Board of Directors and advise the Board on policy matters relating to the centre.
e) To develop and implement plans for further expansion of the Centre in consultation with the Managing Director and the Board of Directors.
f) To assist with the recruitment of Centre support staff and to manage such staff thereafter.
g) To provide a business information service to centre tenants.
2. GENERATION OF REVENUE
a) To devise and implement strategies for the generation of revenue to secure adequate financing of the Centre’s Operating Plan.
b) To identify, develop and market Centre services on a fee-earning basis.
c) To monitor and report on revenue generation against agreed targets.
d) To identify and access additional funding sources within local and European contexts.
3. NETWORKING
a) To develop and maintain links with business in the area.
b) To develop and maintain close contact with other community enterprises and community development agencies and relevant statutory bodies e.g., Invest N.I
c) To forge links with local media and identify opportunities for the media coverage of the Wolfhill Centre.
d) To co-operate fully with the community development services of Ligoniel Improvement Association.
e) To work closely with the appropriate bodies in the identification, organisation and delivery of appropriate training services.
4. PROMOTION AND MARKETING OF THE CENTRE
a) To plan a marketing and development strategy, including advertising and PR, for public, commercial interests and statutory authorities to use the Wolfhill Centre on a fee-earning basis.
b) To assist with the implementation of a focused community enterprise awareness strategy, within the local area.
c) To plan and manage sales and marketing resources according to agreed budgets.
d) To contribute to the formulation of pricing policies and strategies.
e) To plan and manage internal communications and awareness of LCE’s mission, aims and activities.
f) To respond to and follow up rental enquiries by post, telephone and personal visits
g) To maintain and develop existing and new customers through planned individual account support. To carry out market research, competitor and customer surveys.
5. OTHER DUTIES (Economical Development)
PERSONAL SPECIFICATION
A suitable applicant will be expected to demonstrate the following skills and personal qualities:
SKILLS REQUIRED
Essential
a) Degree in Business Management, Entrepreneurship, Business Finance and Investment or a relevant subject and at least two years experience in Business Management or five years Business Management experience.
b) Proven managerial and financial experience.
c) Ability to work on own initiative and co-operatively as a member of a team.
d) Experience and / or knowledge of Social Economy Strategic governance.
e) Proven experience in marketing.
DESIRABLE
Personal Qualities
a) Commitment to work for the regeneration of areas of Economic disadvantage.
b) Sensitivity in dealing with groups and individuals within such areas.
c) High levels of motivation, confidence and initiative.
d) Capacity to work irregular hours as necessary.
e) Capacity to undergo further training as required.
f) Innovative and entrepreneurial skills.

Personality: Self-driven, results-oriented with a positive outlook, and a clear focus on high quality and business profit.
Mature, credible, and comfortable in dealing with senior executives.

Well presented and businesslike. Keen for a new experience, responsibility and accountability.
Specific Job Skills: Be able to communicate and motivate via written media. Understands the principles of marketing and advertising cost-effectiveness, including market sector targeting. Appreciates need for consistency within company's branding and marketing mix, especially PR and the Internet.
Business and Selling Skills: Must be an excellent face-to-face and telephone communicator.
Able to demonstrate success and experience managing accounts customers and contracts or even a business, particularly achieving genuine sales development.
Management Ability: Experience of recruiting and managing support staff.
SUMMARY TERMS AND CONDITIONS
DURATION: This post is offered for 1 year, in the first instance subject to three months probationary period.
SALARY SCALE: £20,895 to £23,175 (NJC scale 26 – 29)
HOURS OF WORK: 37 ½ hours per week.
HOLIDAYS: 24 days, plus public holidays
