The LIA is a long established (1974) community resource and support organisation. It is committed to the regeneration and renewal of the Ligoniel community and the involvement of local people and groups in that process of community development.

The LIA employs 19 staff and is involved in a wide range of community projects and initiatives for example: community regeneration, community relations, advice, training, health, environmental schemes, education, community empowerment etc.

The organisation has a community economic development arm, Ligoniel Community Enterprises, responsible for encouraging small businesses, social economy and the management and development of the Wolfhill Community Development and Enterprise Centre.

In addition LIA is the main resource for the Ligoniel Village Regeneration Partnership, which is involved in an integrated approach to the regeneration and renewal of Ligoniel Village. Ligoniel is one of the DSD's Neighbourhood Renewal Areas and the LIA will be playing a key role in strategic implementation.

Duties and Responsibilities

Strategic and Operational Planning

  1. To ensure the preparation of Ligoniel Improvement Association’s strategic plan.
  2. To ensure the identification and procurement of resources necessary to deliver the Ligoniel Improvement Association’s strategic plans.
  3. To ensure the development of the Ligoniel Improvement Association’s annual operational plan and to put in place associated monitoring and evaluation processes.
  4. To ensure that adequate standards of performance are reached in all aspects of organisational work.
  5. Maintain contact with key community, voluntary and statutory agencies to ensure effective inclusion and development of the L.I.A.
  6. Seek to work with such organisations to develop areas of common interest or mutual benefit.

Leadership and Accountability

  1. To ensure the organisation complies with all legal statutory requirements and obligations.
  2. To represent Ligoniel Improvement Association at a senior level to central government, local authorities, voluntary agencies and all other relevant organisations.
  3. To provide Leadership and guidance to LIA staff and volunteers.
  4. To strengthen and develop existing partnerships and create and facilitate new Partnerships.
  5. Ensure that Board decisions are implemented by staff.

Corporate Governance

  1. To attend meetings of the Ligoniel Improvement Association and its sub-committees, (ensuring the provision of secretariat support) and provide input on appropriate professional matters, as required.
  2. To develop the corporate identity of the organisation and to ensure effective representation in contacts with the media.
  3. Advise the Board in relation to its legal responsibilities both in managing the company and staff and to ensure it fulfils all legal requirements, particularly, but not exclusively, in relation to human resources, health and safety and finance.

Human Resources

  1. Coordinating LIA’s various project initiatives and developing a multi-dimensional, community development, prospective and practice amongst project managers.
  2. Assume overall responsibility for managing all staff employed by Ligoniel Improvement Association.
  3. Take full responsibility for ensuring the safety, welfare and conduct of all personnel working within the site and take appropriate action, advising the Board and sub committees accordingly, to ensure that health and safety requirements, legal obligations, etc., are addressed.
  4. Undertake such management activities that are required to motivate staff and enable them to give their best. This should include regular target setting, review and appraisal processes and provision of ongoing feedback and support to improve performance.
  5. Ensure that staff involved in managing other staff have the required skills and expertise to do this effectively.
  6. Implement appropriate safe keeping of human resource records as required by law, best practice and by the board.
  7. Maintain develop and implement all relevant policies and procedures to enable the company to meet current legal requirements. This should include recruitment, grievance, disciplinary, target setting, review and appraisal, salary management etc.

Servicing the Board

  1. The Director will relate closely with the Chairperson and Vice Chairperson in carrying out the activities of the board.
  2. Advising the LIA/LCE Boards on strategy, policy and governance.
  3. Take responsibility for collating all Board and subcommittee papers required to ensure good governance and provide these to the Directors at an agreed period before each meeting.
  4. Ensure the provision of a confidential secretarial support service to the Board and subcommittees when required.
  5. Keep up to date with all current or proposed legislation that may affect LIA at present or in future. Make the Board aware of any legislation that may impact on the centre’s operational structure and provide comment on its likely impact and proposed course of action.
  6. Work closely with the Company Secretary to ensure that he/she is kept aware of key dates, obligations and changes in legislation which may effect company operations.

Other Duties

  1. Ensuring that all LIA/LCE projects meet the requirements of funders in terms of reports, targets and financial accountability.
  2. Maintain a close working relationship between LIA and LCE.
  3. To undertake any other reasonable tasks as requested by the Boards of LIA and LCE.
  4. To undertake any job related training if required in order to enhance job performance.


Personal Specification

Essential

  1. At least 5 years managerial experience in the community/voluntary sector.
  2. A proven record of success in initiating and developing community projects.
  3. A 3rd level higher educational qualification.
  4. Proven ability in developing a strategic approach to community regeneration and renewal.
  5. Experience in, or knowledge of Community Economic Development or Social Economy Initiatives.
  6. Knowledge of Government policy and strategy on community renewal.

Desirable

  1. Good communication and networking skills.
  2. Knowledge of the issues and problems facing the community sector.

Terms of Appointment

Duration:
Core Post Subject to six month probationary period. 2 Yearly Renewable Contract

Salary:
£27,420 - £32, 127 (NJC Scale 38 – 44).

Hours:
37.5 hours per week.

Holidays:
27 days per annum plus 11 statutory holidays, pro rata.

Probationary Period:
6 Months.
