One of the most effective ways to promote the rights and best interests of children and young people is to create an environment where families are able to care for them ensuring that they are safe, healthy, enjoy learning and achieving, can make a positive contribution and experience economic and environmental well-being. In order to prevent young people becoming at risk of social exclusion a “whole child” perspective must be adopted. Increasingly it is recognised that this means that work should be undertaken with families at as early a stage as possible regardless of the age the child or young person.
